Inspector Hercules Seagoon tries to unravel the mystery of a gang of thieves who leave behind a kippered herring at the scene of every crime.
While not inspired by any specific story, some of the musical cues and the general style of narration were borrowed from the American TV series Dragnet, which ran from 1951 to 1959.
